The honest short answer

A free VPN from a company that also sells a paid VPN is fine for light use. A free VPN app from a company you’ve never heard of is a gamble with your traffic. Running a VPN costs money (servers, bandwidth, staff). If you’re not paying and the company has no paid tier, ask what it’s selling instead.

Among free plans from established providers, the published terms point to a clear order:

#Free planDataLocationsDevicesPick it if…
1Proton VPN FreeUnlimited10 countries, chosen automatically1You want unlimited data from an audited, Swiss provider
2hide.me FreeUnlimited7 locations, your choice1You want to choose your location (EU-heavy list)
3Windscribe Free10 GB/month (with confirmed email; 2 GB without)10 countries–You want more location choice for light use
4TunnelBear Free2 GB––You just need a quick, simple test

Plan terms from each provider’s official page, checked 30 October 2026. Device and location limits where the provider states them.

1. Proton VPN Free: best free VPN overall

Why it’s first: Proton says its free plan has no data limit, no ads and no logs, and it comes from Proton AG in Switzerland, whose VPN is independently audited each year by Securitum. Its apps are open source.

The limits: 1 device; servers in 10 countries (Proton lists the Netherlands, Japan, Romania, Poland, Norway, Switzerland, Singapore, Mexico, Canada and the US), and Proton chooses the server for you, with a cooldown when you change. Proton labels the free speed “medium” and keeps streaming and P2P for paid plans.

Best for: everyday privacy on public Wi-Fi, hiding browsing from your ISP, getting around simple network blocks. Full details: Proton VPN review.

2. hide.me Free: best if you want to pick a location

hide.me used to cap free users at 10 GB a month. Its help centre now says free and paid users both have unlimited data. Free users can choose from 7 locations: Finland, France, Germany, the Netherlands, Switzerland, the UK and the US, and WireGuard is available on the free plan. The limit is one device at a time, and some features (like its “Bolt” speed feature) are paid-only.

Best for: Europeans who want an EU exit location they choose themselves. hide.me is run by eVenture Ltd., based in Malaysia.

3. Windscribe Free: more countries, capped data

Windscribe gives 2 GB a month by default and 10 GB a month once you add and confirm an email address. The free plan covers servers in 10 countries: the US, Canada, UK, Hong Kong, France, Germany, the Netherlands, Switzerland, Norway and Romania. The allowance resets monthly.

Best for: light use (travel, the odd public hotspot) where 10 GB is enough. Windscribe is based in Canada.

4. TunnelBear Free: a 2 GB taster

TunnelBear’s pricing page describes its free tier as “testing and limited usage” with 2 GB of secure browsing. Country selection is listed as a paid feature. It’s friendly and simple, but 2 GB goes quickly. TunnelBear is owned by McAfee.

Best for: checking whether a VPN works on your network before you pay for one.

What about free trials?

Several paid VPNs offer trials rather than free plans: CyberGhost describes a 24-hour Windows trial without payment details; Surfshark a 7-day trial with payment details; ExpressVPN and PIA app-store trials. A trial gives you the full paid service for days rather than a limited service for ever. Our sister deals desk keeps an up-to-date list: VPN free trials compared.

Why we don’t recommend unknown free VPN apps

The best public evidence is still a peer-reviewed study: researchers analysed 283 Android apps using the VPN permission from Google Play (IMC 2016). They found that:

  • 18% implemented tunnelling without encryption, despite promising security;
  • over 38% showed some malware presence according to VirusTotal;
  • many were installed by hundreds of thousands of users and had good ratings.

The study is from 2016 and app stores have tightened rules since, but the incentive hasn’t changed: a VPN sees all your traffic. Stick to providers that publish who they are, where they’re based and how they make money.

A quick safety checklist for any free VPN:

  1. Is there a named company with an address and a privacy policy?
  2. Does it sell a paid plan? (That’s how the free tier is funded.)
  3. Has it published an independent audit of its no-logs claim?
  4. Does the app ask for permissions unrelated to a VPN (contacts, SMS)?
  5. After connecting, does a DNS and WebRTC leak test still show your real IP address?

When a free VPN isn’t enough

Pay for a VPN if you need more than one device, streaming, P2P, a specific country reliably, or consistent speed. Good paid plans start at around €2–3.50 a month on long terms. See best cheap VPN and the best VPN for Europe.
