Verdict

Surfshark is the best-value VPN for European households. It’s an EU-registered company (Surfshark B.V., Amsterdam), allows unlimited devices, has two Deloitte no-logs reports, and on 30 October 2026 cost €67.23 for the first 27 months to a eurozone visitor. The big catch: the pricing page doesn’t state the renewal price, and its audit series is shorter than NordVPN’s.

Pros and cons

Pros

  • Unlimited devices on one subscription.
  • Operating company in the Netherlands, so it’s directly under the GDPR and Dutch law.
  • Two Deloitte no-logs assurance reports.
  • Low intro price in euros, with the Surfshark One bundle at the Starter price during the Black Friday offer.
  • Rich feature set: ad and cookie-pop-up blocking, split tunnelling (“Bypasser”), Rotating IP, Dynamic MultiHop.
  • Servers in all three Baltic capitals and several German cities.

Cons

  • Renewal price isn’t printed on the pricing page (“applicable renewal price”).
  • Shorter audit history than NordVPN (two reports vs six engagements).
  • Same parent company as NordVPN.
  • Some features (antivirus, Alert, data removal) are upsells in higher tiers.

Privacy and audits

Surfshark commissioned Deloitte to assess its no-logs policy under ISAE 3000. The first report came in 2023; the second was released on 16 June 2025 and, per Surfshark and press coverage, covered its standard, static and multiport servers and found the setup consistent with the no-logs policy. Customers can read the reports in their account. Surfshark also says its servers run in RAM only, so data doesn’t persist after a reboot.

Two reports are good evidence; NordVPN’s six-engagement series is better. Read how we weigh audits in our method.

Jurisdiction and ownership

Surfshark B.V. is registered in Amsterdam. For EU users, that means GDPR rights apply directly and are supervised by the Dutch data protection authority. The Netherlands is in the “Nine Eyes” intelligence group, which some privacy purists dislike. Our view is that audited no-logs architecture matters more than alliance membership, but you may weigh it differently. In 2022, Surfshark and Nord Security announced a merger. The brands stay operationally separate.

Features

  • Unlimited simultaneous devices. The headline feature for families.
  • CleanWeb: ad, tracker and cookie-pop-up blocking.
  • Bypasser: split tunnelling, useful for banking apps that dislike VPN IPs.
  • Rotating IP: changes your exit IP periodically without dropping the connection.
  • Dynamic MultiHop: routes through two servers you choose.
  • NoBorders mode: helps on networks that restrict VPNs, for example when travelling.
  • Static IP and dedicated IP options in selected locations.

Plans above Starter add Surfshark’s antivirus, Alert (breach monitoring), Alternative ID and, in One+, Incogni data removal.
